ABC National released its annual Merit Shop Scorecard this week, ranking Pennsylvania as a state with a poor business environment for merit shop construction contractors. With an overall ranking of 36, Pennsylvania rated low based on state laws, policies and programs related to open competition and a free enterprise approach to the construction sector.
