E-Verify Expanding to Private Construction

In the past Legislative Session House Bill 1170, was introduced by Representatives Ryan Mackenzie (R-Lehigh) and John Galloway (D-Bucks). HB 1170 proposes to extend the required use of web-based employment verification, known as E-Verify, to private construction projects throughout the Commonwealth.

“This bill was fast tracked in the legislature, even after a conversation and subsequent documentation was submitted on June 14, 2019 (see pg. 4 starting at Line 16) regarding concerns raised by ABC,” said Joe Perpiglia, President & CEO of ABC Eastern Pennsylvania, adding “It left no time for our amendment to be introduced in the Senate, that would eliminate language we felt was detrimental to our members.”

Our objections did ultimately result in the Senate delaying a final vote on the bill until the fall, allowing an opportunity to improve the bill for merit shop contractors.

ABC of Pennsylvania is ready to assist legislators to craft a bill that will prohibit the use of unauthorized individuals as employees in not only the construction industry but eventually in all industries in the Commonwealth.

We urge all ABC members to continue to use the e-Verify system and assure we continue to lead the local industry in safety, compliance and innovation.
