This year we welcome guest speaker Robert DiLorenzo from City Center Allentown. \nRobert DiLorenzo is senior project manager for City Center Investment Corp.\, the real estate development company revitalizing downtown Allentown\, Pennsylvania. As manager of the development team\, he oversees all aspects of the company’s development initiatives and is responsible for the successful initiation\, planning and execution of projects. While managing and tracking projects from predevelopment planning to post-construction occupancy\, Robert serves as City Center’s main liaison\, working in conjunction with tenants\, architects\, construction managers and engineers to deliver a quality product\, whether it’s a retail or office fit-out or new building construction. During his tenure with City Center\, Robert has successfully overseen the delivery of 362 new market-rate apartments along with more than 450\,000 square feet of Class A office space from design through occupancy. A graduate of Temple University\, where he received a bachelor’s degree in facilities planning and management\, Robert joined the City Center team as an associate project manager immediately following his graduation in May 2015.

DESCRIPTION:Act 72 Seminar Act 72\, or The Construction Workplace Misclassification Act\, (43 P.S. §§ 933.1– 933.17) targets employment practices on construction sites. It imposes criminal and administrative penalties for the misclassification of employees as “independent contractors” at commercial and residential construction sites in Pennsylvania. This seminar will discuss the Act’s definition of an “independent contractor”\, why classification matters to employees and employers\, retaliation provisions of Act 72\, as well as the enforcement of Act 72\, including the imposition of criminal and administrative penalties against employers. \nThis Seminar will be presented by Julie Pfaff. \n \nJulie is an attorney at Venzie Construction Law.  For over 17 years\, Julie has represented Fortune 500 companies\, state agencies\, mid-sized companies\, small businesses\, and individuals in a variety of litigation and environmental matters including contract disputes\, construction claims and defects\, mechanics’ liens and stormwater management issues.  Julie also counsels clients on a variety of employment law matters.  In addition to her law practice\, Julie is an adjunct professor at West Chester University teaching business and commercial law\, employment law\, and public speaking.  Julie began her legal career as a clerk for the Honorable Juan R. SUMMARY:ACT 75- Understanding Unauthorized Employees
DESCRIPTION:On October 7\, 2020\, the Construction Industry Employee Verification Act (also known as “Act 75”) went into effect.  Act 75 prohibits a construction industry employer from knowingly employing an unauthorized employee.  Unauthorized employees are defined as those who do not have the legal right or authorization under Federal law to work in the United States.  This seminar provides an overview of Act 75 and employers’ responsibilities\, enforcement of Act 75 and the potential penalties and suspension of license\, and explains what contractors must do to qualify for the Act 75 “safe harbor” that insulates them from liability for Act 75 violations by their subcontractors. \nJeff Venzie will be presenting this seminar. \n \n  \nJeff is the principal and founder of Venzie Construction Law\, LLC\, a law firm based in Exton\, PA\, with a specialized focus on construction law and construction litigation and dispute resolution.  Jeff has been practicing law for 25 years.  Jeff represents owners\, construction managers\, general contractors\, subcontractors\, material suppliers\, and sureties in all aspects of construction law and litigation. He counsels clients through project management issues and disputes that arise during construction with an eye not only toward protecting his client’s rights and remedies\, but also to formulate and implement a strategy that puts the client in an optimal position to prosecute or defend any post-completion litigation.  Jeff also serves as an arbitrator in construction disputes.  Jeff is a Fellow of the Construction Lawyers Society of America and has been recognized by Pennsylvania Super Lawyers as a top attorney in the area of construction litigation in 2019\, 2020 and 2021.

DESCRIPTION:ABC Member Davis Bucco Makara & Dorsey & Construction Risk Partners will be hosting a seminar on Owner Controlled Insurance Program/Contractor Controlled Insurance Program/Subcontractor Default Insurance \nInsurance coverage is as essential as having qualified labor and equipment to perform a construction project.  Sometimes this insurance is offered through Owner Controlled or Contractor Controlled insurance Programs.  These can provide benefits but also anticipated risks for program participants.  This course will discuss the mechanic’s of these programs\, how they are managed\, and what legal risks they do and do not cover.  This course will also examine the growing use of Subcontractor Default Insurance as an alternative to bonding projects.  SDI can provide an important avenue of recovery when enrolled subcontractors default\, while also creating broader opportunities for non-bondable subcontractors to participate in larger projects.
